The Payroll & HRIS Manager is responsible for the organization's payroll, related systems and processes and for managing employee information, workforce analytics and reporting, payroll compliance and projects, and other HR projects as assigned.  This position will provide technical leadership, planning, project coordination, and overall management of information systems and processes to support HR, Payroll, and other interrelated functions for the organization. In addition, the Manager is responsible for identifying and implementing new system capabilities and for directing and overseeing all payroll functions.

Position Responsibility:

  • Oversee the HRIS and payroll functions by providing leadership and direction for timely and accurate preparation and processing of employee information and changes; including reviewing payroll changes, and related data and reporting.
  • Ensure federal, state and local taxes, social security contributions, contributions to employee benefit programs and other deductions are withheld and timely remitted.
  • Identify, develop and implement changes in methods or procedures to improve the efficiency of the HRIS and payroll functions.
  • Maintain data accuracy and integrity by performing periodic audits, analyzing information from various sources and reviewing system setups.
  • Ensure processes and practices are consistently applied across the organization and comply with policies, collective bargaining agreements and regulatory requirements.
  • Plan, coordinate and communicate process, policy and organizational structure changes.
  • Evaluate and recommend solutions to complex payroll and HR projects requiring extensive research, impact analysis studies and collaboration with others; including planning, execution and project management.
  • Hire, supervise and train direct staff through coaching, mentorship, performance meetings and on-going feedback.
  • Foster an inclusive and engaging environment by encouraging creativity, collaboration, and invention; create development opportunities and individualized development plans for staff and training to enhance skills and foster growth.
  • Prepare periodic and special reports for ongoing customer needs and generate, on request, customized reports for special projects; develop and run standard reports and metrics on organizational and divisional effectiveness.
  • Implement and manage system related projects by defining maintenance requirements, and enhancement and efficiency needs.
  • Ensure the HR team, managers and employees have the appropriate training and job aids to support their role in maintaining employee information.
  • Manage the preparation of the data and technical side of the annual review process, employee engagement survey, FCC reporting, CPB and other reporting requests.
  • Keep abreast of federal, state and local law changes impacting payroll and HR, and identify system and process changes to ensure compliance.

Required Education and Experience: 

  • Bachelors Degree in Human Resources, HRIS Management, Finance, Accounting or related field or equivalent experience required.
  • 5+ years of Payroll experience including managing systems and processes. Experience should include demonstrated expertise in project planning and execution; continuous improvement and problem solving techniques; influence skills and customer relationship management.
  • 3+ years of supervisory experience required - must demonstrate an ability to foster high standards and an ability to coach, inspire and lead.
  • Multi-state, complex organizational structure and payroll experience required.

  • In-depth knowledge and expertise in HRIS systems.
